2025-2026 Rule Changes

Pending Commissioner approval, all amendments will be effective August 1, 2025, unless otherwise noted.

Constitution

  • Section 26, State Executive Committee - expands the jurisdiction of the State Executive Committee (SEC) as it relates to investigating schools with an inordinate number of Previous Athletic Participation Forms for new students.
  • Section 27, Penalties the State Executive Committee can Impose - provides a penalty the State Executive Committee (SEC) could impose on a UIL District Executive Committee (DEC) or Music Region Executive Committee when it is determined that the Committee is acting in a manner inconsistent with the rules of the UIL Constitution and Contest Rules.
  • Section 380, League Contests and Pilot Programs – removes the pilot program status for water polo.
  • Section 443, Changing Schools for Athletic Purposes and Section 1205, Athletic Eligibility - updates requirements for filing a Previous Athletic Participation Form (PAPF) and mandates completion of the New Student Eligibility Questionnaire prior to participation at any level at a new school.
  • Section 465 and Section 468, Foreign Exchange Students - mandates approval from the District Executive Committee before foreign exchange students can apply for a waiver to bypass the parent residency requirement.
  • Legislation Approval – gives UIL staff the authority to amend UIL documents, rules and policies to comply with actions taken by the Texas Legislature.

Music

  • Section 1105, Region Marching Band Contest – allows marching bands to rehearse one additional hour beyond eight hours for each non-school day during any calendar week consisting of less than five school days.
  • Section 1105, Region Marching Band Contest and Section 1107, State Marching Band Contest - places the state military marching band contest pilot into rule.
  • Section 1116, State Chamber Music Contest - places the state chamber music contest pilot into rule.

Athletics

  • Section 1204, Conduct and Report of All Major Incidents - changes the time period that an official has to report an incident from 48 hours to 24 hours for sports other than football.
  • Section 1204, Sports Officials – refines language and provides clarification to member schools related to officials.
  • Section 1205, Athletic Eligibility - prohibits students found to have changed schools for athletic purposes from participating in contests against varsity teams from other schools, unless an exception is granted by the UIL Athletic Director or his/her designee.
  • Section 1209, Non-School Participation - removes the pilot program status for the TABC June summer showcase event and allows for use of school resources in this sanctioned summer showcase event.
  • Section 1220, Baseball Plan – expands the current pilot requiring a two-out-of-three series in the baseball post-season, unless both schools agree to a single game, from Conferences 5A and 6A to include Conferences 3A and 4A.
